On 12-13 January 2018, the state office for the management of the special water research project organized the check and acceptance meeting specialists. The office head XU Cheng and the deputy director of Liaoning provincial Environment Protection Bureau LI Demin presented. The vice Director of IAE FANG Yunting presented in the preparation meeting, the vice director of Financial Services of IAE presented the financial check and acceptance. Research workers in the research group presented all the agenda.
The specialist Group for the check and acceptance had 11 members including Prof FU Deqian from China National Environmental Monitoring Center, Prof WANG Shengrui from Beijing Normal University, Prof ZHANG Yuan from China Institute of Environmental Sciences. Prof CHEN Hesheng from Taihu Lake Administration Bureau was the head of the specialist group. The research group leader, Prof HE Xingyuan reported the implementation, results production and landmark achievement of the project in detail. The specialists listened the report, watched the video of the constructed demonstration area. The related administrative authorities reported the necessary prepared work before the check and acceptance. All the presented specialists agreed to pass the Check and Acceptance.
Since 2012, facing the irrational structure of the water conservation forest on the upstream of Hun River, the water conservation ability degradation, water flow reduction, water body more and more polluted and the environment around the river and reservoir was urgently need repair, the research group assessed the ecological safety of the upstream environment, classified the grades of upstream conservation areas, got breakthrough in 5 key technologies including Structure Optimization and Regulation of Upstream Water Conservation Forest, Transformation of Low–efficiency Water Conservation Forest, Structure Regulation and spatial Configuration of Vegetation around River and Reservoir. These technologies constitute the land mark achievement: Technology in Vegetation Optimization and Transformation for the Restoration of Water Conservation and Ecological Functions. A comprehensive management and restoration pattern has been constructed on the upstream of Hun River for restoration of water conservative function of the forest, water quality improvement and non-point source pollution control.
The land mark achievement: Technology in Vegetation Optimization and Transformation for the Restoration of Water Conservation and Ecological Functions enhanced the water conservation ability of the upstream secondary forest and artificial plantations. The core technology has got Science & Technology for Development reword from CAS, First place reward of Liaoning Provincial Science & Technology Advancement.
The technology has been used on upstream of Hun river, enhanced 5-10% of the water conservation efficiency of forest. The water quality in the technique demonstration area reached Class II. The technology can be used also upstream area of other rivers with typical North China forest and provides a typical example for the ecological restoration of river upstream.
In the financial check and acceptance meeting, the vice head of the research group Prof CHEN Wei reported the construction of financial management, found allocation, accounting and financial expenses, budget execution and asset management. After question and discussion, the expert group agreed that the use of special found was rational, met the standard of accounting alone, A Fixed Sum Is for a Fixed Purpose, guaranteed the successful implementation of the project and got good achievement. The experts all agreed to pass the financial check and acceptance.
Finally, the project was scored 85.8 for the task implementation and 84.5 for the financial implementation. This is first subproject that got task and financial both passed the check and acceptance.
The achievement was got by the leadership of team leader Prof HE Xingyuan, vice leader Prof ZHU Jiaojun and Prof CHEN Wei, associated with sub-project leader Prof YU Lizhong, Prof CHEN Xin and associate prof LI Gang. Dr MA Jian, Dr YAO Jing, Dr YU Shuai, administrative secretary LI Yan and financial secretary ZHANG Xin and others also made important contributions to the achievement. After 4 years cooperative effort, IAE handed in an excellent answer to the nation.
