On June 16, 2020, the Shenyang Branch of the Chinese Academy of Sciences (CAS) and Liaoyang City held a ceremony to renew the Comprehensive Scientific and Technological Cooperation Agreement between the two sides. FANG Yunting, deputy director of the Institute of Applied Ecology, CAS and LV Youhong, deputy mayor of Liaoyang, on behalf of the two sides, signed a Technical Cooperation Agreement on Conservation Tillage.

IAE has maintained a good cooperative relationship with Liaoyang City for a long time. In 2020, the Liaoyang Municipal Government adopted IAE's conservation tillage technology, implemented the plan of ‘creating (technical) paradigm, boosting supporting facilities, and stabilizing (agricultural) output’ and established three conservation tillage core demonstration zones, aiming to gradually expand the area of application and promotion, build a corn stalk mulch featured conservation tillage technology system, which is expected to solve the corn stalk burning problem that has long troubled the Liaoyang Municipal Government.
