On June 17, Prof. ZHU Jiaojun, director of the Institute of Applied Ecology (IAE) of the Chinese Academy of Sciences, was invited to attend the Liaoning Provincial Government Party Group's Theoretical Study Meeting to give a consulting report entitled Ecological Civilization Strategy and Ecological Security Barriers. Li Lecheng, deputy secretary of the Provincial Party Committee and Governor of Liaoning Province, presided over the meeting. 

In his report, ZHU Jiaojun focused on the development process of the National Ecological Civilization Strategy, the service functions and sustainable management issues of key ecological barrier projects (e.g., Northeast Forest Belt and Northern Sandification Control Belt), and he briefly introduced what IAE scientist have done to meet the major needs of the National Ecological Civilization Construction. 

He proposed that the ecological security barriers should be studied and constructed in the future under the guidance of theories such as the "Green Mountains are Gold Mountains", the "Carbon Peaking and Carbon Neutrality" and the "Community with a Shared Future for Mankind".

He also put forward the goal and plan of integrating black soil conservation into the coordinated development of the whole system of landscapes, forests, farmlands, lakes, grasslands and sandy lands.

In the last part of his report, Dr. ZHU gave a presentation on the in situ and ex situ biodiversity conservation, and suggested that Liaoning Province should actively promote the construction of Shenyang National Botanical Garden.

After ZHU's report, Li Lecheng praised the ecological research achievements made by IAE, and thanked IAE scientists for their suggestions about Liaoning's Ecological Safety Barrier and Ecological Civilization Construction. He hoped that IAE will make greater research progress and more contributions for the development of Liaoning Province.

Before delivering this report to Liaoning Provincial Government, Zhu Jiaojun had been invited by the Theoretical Study Centers of Shenyang Municipal Government and Tieling Municipal Government to make similar reports. 

These communication activities will promote the understanding between IAE and the governments, and will promote new cooperation between them.
